Install with NMM or some other mod manager, or just overwrite your Data folder with the contents supplied.
Ensure your fallout.ini (in Documents\My Games\Fallout4\) includes TEXTURES/ in sResourceDataDirsFinal but if you plan on downloading mods you should probably have a lot of other things in there too.
